This is the cookie cop and he is plastic. Tilt his head back and reach in for a cookie! I was disappointed when realzing his speaking mechanism was no good and he would occasionally emit a brief (what I thought) “tv static” type sound which actually sounded more like flatulence or a gun shot. We could tell by the stares we got as we walked thru the store. This was $5.99.
